Employee Retention and Recruitment Manager

About the Job
Under the direction of the Section Head – Recruiting and Retention, this position supports the leadership and direction of staff and programs within the Recruiting and Retention Section. While assisting with the oversight of recruiting activities, the primary focus of this role is on employee retention strategies, workforce analysis, and employee engagement efforts. This includes providing guidance and administrative support to Human Resources Specialists and field recruiting activities.

- Assist with supervision of the Recruiting and Retention Section staff.
- Serve as back-up for recruiting and retention activities in the absence of the Section Head.
- Continuously evaluate results from new hire, exit, and engagement surveys to develop strategies for retention and engagement.
- Counsel employees on career development.
- Make recommendations and prepare formal proposals for recruiting and retention programs and initiatives.
- Assist the Section Head – Recruiting and Retention in compiling, analyzing, and disseminating workforce data to support retention and recruitment strategies, respond to workforce trends, and to ensure alignment with ARDOT's strategic plan.
- Assist in providing technical assistance in planning, developing, and evaluating recruiting efforts.
- Prepare reports for management as needed.
- Coach and develop staff on effective recruiting and employee engagement techniques.
- Assist and participate in job fairs and other recruiting events.
- Support and help coordinate efforts to develop recruiting brochures and recruiting marketing plans.
- Provide advisory and consultative assistance to Department management officials and assist managers and employees with recruiting and retention related issues.
- Research and develop personnel policies and procedures.
- Assist with reviews and investigations of personnel issues.
- Provide input regarding job analysis and salary research.
- Provide oversight of job postings and coordination with external recruiting sources.
- Coordinate and provide review responses to Glassdoor, Indeed, etc.
- Assist with annual performance evaluation process.
- Stay informed of changes to employment laws, rules, and regulations to ensure all Department policies and procedures are in compliance.
- Coordinate and monitor employment-based sponsorship processes (e.g. H-1B, EB-3, and employment-based green cards), serving as the primary point of contact between the Department, foreign national employees, legal counsel, and federal agencies.
Minimum Requirements
Education and experience: The educational equivalent to a bachelor’s degree from an accredited college or university in human resources management, organizational management, business administration, or related field OR the educational equivalent to a diploma from an accredited high school plus four years of related experience. Experience in compensation management and/or recruiting/hiring experience. Experience with, or working knowledge of, employment-based visa sponsorship preferred.
Knowledge, skills and abilities: Ability to effectively lead, guide, and direct the functions of the Recruiting Section and motivate staff in a positive and constructive manner. Knowledge of recruiting and retention strategies, employee engagement, and retention best practices. Ability to analyze workforce data to identify trends, gaps, and areas of risk in retention and engagement. Ability to interpret and apply Department policies and procedures, as well as federal and state statutes, laws and policies. Ability to communicate effectively at all levels, both verbally and in writing. Ability to establish and maintain cooperative working relationships with others. Ability to learn and adapt to new technologies. Ability to handle a variety of tasks and balance multiple priorities. Ability to work independently and make decisions. Well-developed sense of urgency and follow-through. Strong mathematical, analytical, and organizational skills. Working knowledge of Microsoft Office software.
Working conditions: Office environment. Occasional statewide and out of state travel, including overnight travel as necessary.
Licenses, registrations, and certifications: Valid Driver’s license.
