The California Lottery is a multi-billion-dollar enterprise headquartered in Sacramento. It is one of the few state agencies that is a revenue generator, not accepting taxpayer dollars from the state’s general fund. Our mission is to provide supplemental funding to California schools while simultaneously supporting local communities. Ninety-five cents of every dollar spent by players goes back to local communities in the form of contributions to public schools and colleges, prizes and retailer compensation.
In fiscal year 2022-23, the California Lottery generated sales of approximately $9.2 billion with over $2.2 billion earned for California public schools. Lottery products are sold at more than 23,000 retail locations throughout the state. Product offerings include an average of 52 fun and entertaining Scratchers games and several draw games such as Powerball, Mega Millions, and SuperLotto Plus and daily games such as Fantasy 5 and Hot Spot.

Under general direction of the Business Process Automation Services (Information Technology Manager I), the Business Analyst is responsible for the planning, development, implementation, maintenance, and support activities for the Lottery’s ServiceNow platform used to automate Lottery business processes and services. The duties for this position are focused on the Client Services, Software Engineering, IT Project Management, and System Engineering domains; however, work may be assigned in other domains as needed.

This position is headquartered at the Sacramento HQ and is eligible for a hybrid telework schedule. Employees must be able to report to their assigned headquarters office as assigned. Travel expense to and from the assigned headquarters are the responsibility of the employee. Eligibility for telework requires the employee to reside in California per California Government Code Section 14200 which states: “telecommuting means the partial or total substitution of computers or telecommunication technologies, or both, for the commute to work by employees residing in California.

Working Conditions
- Schedule: This position supports the Lottery during normal business hours from 8:00 a.m. to 5:00 p.m. unless otherwise approved by the unit manager. Weekends, long and/or irregular hours, after-hours work, and holiday work may be required.
- Travel: Statewide overnight travel may be required.
- Other: This position may be required to carry a Lottery issued cell phone. This position may be required to be reachable outside of normal business hours.

- Ability to facilitate and build consensus among stakeholders.
- Ability to quickly analyze requests and provide alternatives or workarounds and determine the most efficient path to resolve issues in support of business objectives.
- Strong Business Analysis skills with a proven ability to gather, document, and translate business requirements into effective technical solutions.
- Strong written and verbal communication, organization, and interpersonal skills. The ability to effectively communicate across all levels of stakeholders within the organization and external vendors.
- Experience coordinating user groups to support user acceptance testing and product release.
- Strong research and analytical skills with the ability to identify root causes, analyze data trends, and recommend solutions to resolve complex technical issues within IT systems and processes.
- Skilled in developing clear, high-quality business analysis deliverables and system documentation to support solution design, implementation, and maintenance.
