Project Engineer – Public Sector Construction (Justice Facilities Focus)
A Project Engineer with exposure to justice construction sector responsible for supporting the planning, execution, administration, and reporting of public sector projects administered by the County of Alameda. This role requires coordination with multiple stakeholders—including county agencies, contractors, and architectural teams—to ensure projects are delivered with accuracy, accountability, and adherence to schedule, budget, and quality requirements.

Working Hours: 8:00am-5:00pm PST
Security clearance is required for accessing work areas in the jail.
Salary Range: $100,000 to $113,630 YR

This role requires coordination with multiple stakeholders—including county agencies, contractors, and architectural teams—to ensure projects are delivered with accuracy, accountability, and adherence to schedule, budget, and quality requirements.
Cost and Change Management
- Coordinate with the Construction Manager (CM) to review and validate PCOs (Potential Change Orders), including backup documentation, field validation, and labor/equipment review.
- Support development and tracking of Owner Change Orders and update the PCO log.
- Assist with monthly cost forecasting and SWA (Supplemental Work Allowance) tracking as part of executive and monthly reporting deliverables.
- Review contractor pay applications in coordination with the CM and validate physical work completion.
- Track and review baseline schedule updates and monthly as-built drawing submissions to ensure alignment with project progress and payment eligibility.
- Maintain accurate project documentation—including RFIs (Requests for Information), submittals, ASIs (Architectural Supplemental Instructions), and MOPs (Methods of Procedure)—in Procore, and ensure timely and proper distribution to all relevant stakeholders.
- Collaborate with the CM to respond to and track RFIs, especially those affecting critical path items.
- Coordinate procurement follow-ups for long-lead items and delayed submittals.
- Assist with preparation, distribution, and review of weekly OAC (Owner Architect Contractor) agendas and meeting minutes.
- Participate in OAC, Pre-OAC, and SAC (Site Activity Coordination) meetings to report on outstanding items and project milestones. The Pre-OAC meeting—held between the Owner, Contractor, and Construction Management team—focuses on sensitive or operational topics not intended for broader discussion during the public-facing OAC meeting.
- Support development of monthly and executive reports through compilation, formatting, and content review.
- Field Monitoring and Quality Assurance
- Conduct and document regular field walks to verify completion percentages, labor presence, and change order scope.
- Monitor field compliance with special inspections and quality control processes; support the Assistant CM with field reporting as needed.
- Track contractor safety performance and assist with ensuring documentation aligns with County requirements.
- Coordinate with labor compliance team to support certified payroll review and PSCBA (Project Stabilization Community Benefits Agreement) requirements.
- Support the compilation of closeout documentation, punch list resolution, warranty tracking, and training logistics.
- Assist with BSCC (Board of State and Community Corrections) certification coordination and ensure all closeout materials are submitted per contract.

- MS Word, MS Excel, MS Power Point, Bluebeam, Outlook
- 2-5 years of experience supporting public sector construction projects, especially justice or institutional facilities.
- Proficiency with Procore, MS Office Suite, and familiarity with General Services Administration (GSA) procedures or similar government agencies.
- Strong interpersonal, technical writing, and coordination skills.
- Ability to manage multiple concurrent responsibilities in a fast-paced field office setting.
