CCI is a nationwide full-service real estate platform focused on acquisition, asset management, property management and development. Our current property portfolio consists of around 8,000 apartments and townhomes, with a focus on providing affordable housing for seniors and persons with disabilities. We also own and manage a diverse and growing portfolio of other real estate assets covering traditional multifamily rentals, office and light industrial uses. CCI employs around 400 associates in 30 states across the country – and we’re growing!

Basic Functions
This role is responsible for managing the full lifecycle of multifamily real estate transactions, from acquisition through post-closing and stabilization. The position involves coordinating with internal teams, lenders, government agencies (including HUD), and external stakeholders to ensure timely and compliant closings. Key responsibilities include preparing and submitting LIHTC applications, managing due diligence and escrow processes, securing financing and tax incentives, maintaining legal entity structures, and overseeing post-closing activities such as construction monitoring and investor reporting. The ideal candidate will bring strong project management skills, a deep understanding of affordable housing finance, and the ability to navigate complex regulatory requirements while fostering collaborative relationships across departments and with outside partners.

Responsibilities
Transaction Management
- Coordinate with the Acquisitions team to ensure timely closing of all new business in escrow.
- Provide escrow and title companies with all necessary information for closing or refinancing.
- Gather and review all due diligence documentation during inspection periods.
- Arrange all required physical inspections, including appraisals, PSNAs, and due diligence reviews for acquisitions or refinancing.
- Obtain loan extensions when applicable.
- Obtain HAP (Housing Assistance Payment) contract assignments from HUD.
- Complete due diligence and acquisition due diligence reports for all transactions.
- Complete executive summaries for purchases, sales, ownership changes, or refinance transactions.
- Communicate effectively with sellers and brokers during acquisitions.
- Create and submit Transfer of Physical Asset (TPA) packages to HUD.
- Prepare and submit HUD Form 2530s for ownership or management changes, or upon request.
- Submit documentation to HUD for approvals, including organizational documents, Affirmative Fair Housing Marketing Plans, financial data, and property information.
- Submit management agent documentation to HUD or local housing authorities for approval.
- Work efficiently with HUD to secure approvals for ownership and management structures.
- Analyze, prepare, and submit 4% and 9% LIHTC applications.
- Track and submit equity pay-in packages to ensure timely fund disbursement.
- Manage all phases of tax abatement and PILOT (Payment in Lieu of Taxes) programs for new acquisitions and refinancing.
- Research and evaluate grant opportunities (e.g., weatherization, HOME, FHLB, CDBG) to support portfolio development.
- Create and submit placed-in-service packages.
- Maintain strong relationships with lenders by providing timely documentation during loan underwriting.
- Communicate with private investors and tax credit equity partners as necessary.
- Complete and submit documentation necessary to obtain construction and permanent financing.
- Serve as project manager for tax credit projects post-closing.
- Monitor construction budgets and coordinate construction draw requests.
- Assist accounting with cost certification.
- Ensure compliance with eligible basis expectations.
- Create and understand acquisition financial models.
- Oversee investment performance and participate in management of other portfolio investments as directed.
- Work with property management and accounting departments to ensure smooth transitions for acquisitions or refinances.
- Perform other related duties as assigned.
- Maintain regular and punctual attendance as an essential job responsibility.
- 2+ years of progressively responsible experience in real estate development, with at least 1 year in affordable or supportive housing.
- Proven track record of managing full-cycle affordable housing development projects.
- Experience leading development initiatives during periods of organizational growth or geographic expansion.
- Strong financial acumen with experience managing complex project budgets and funding sources.
- Exceptional leadership, negotiation, and communication skills.
- Demonstrated ability to cultivate partnerships in new markets and support long-term organizational growth strategies.
