Position Summary

Join the Portland Clean Energy Community Benefits Fund (PCEF) team at the Bureau of Planning and Sustainability (BPS) as our Reporting Services Lead. This position will lead implementation of improved data standards, reporting processes, and reporting support. This is an exciting opportunity to help ensure data is relevant and meaningful to everyone served by PCEF and data is used to guide decisions and tell compelling stories.

Improved data processes, training, tools, systems, and data products will provide staff and partners with clarity and understanding to meet reporting requirements for over $200 million annually in climate action and climate justice investments. This role helps improve effective and transparent reporting for all programs and projects in the Climate Investment Plan (CIP). Additionally, this role will help document learnings for future investment plans to keep improving PCEF’s ability to measure and share impacts of PCEF investments and how well PCEF dollars are being administered.

What You’ll Get To Do

  • Lead implementation of the PCEF Data Strategy across five focus areas: purposeful data collection, staff and partner experience, modernized data systems, data products, and data governance
  • Work with funding area teams, policy, and analysts to gather, refine, and maintain reporting requirements across PCEF programs and grants, ensuring each data ask is connected to a clear purpose
  • Design and deliver reporting training, resources, and support for staff, grantees, and contractors
    • Build the materials and workflows that help partners understand and meet PCEF reporting requirements
    • Provide training and access to Q&A support for quality-control data reporting
  • Direct and support high-level analysis, applied research, and internal program evaluations to inform Climate Investment Plan implementation and development
    • Help design analysis approaches and coordinate with analysts and content leads
    • Scope, procure, and manage external research and evaluation consultants and quality assurance providers when needed
  • Support the PCEF Data Governance Committee
    • Help mature the committee’s practices and connect governance decisions to day-to-day operational work
Who You Are

  • Pragmatic builder: You move comfortably between strategy and implementation. You’d rather ship a defensible version-one and iterate than wait for perfect information. You know when to design carefully and when to just get something working.
  • Grounded in quantitative and qualitative methods: You understand what makes a metric meaningful and what a defensible analysis looks like. You know the steps required to move from a question to a credible answer (study design, data collection, analysis, interpretation, communication).
  • Fluent across analytics roles without needing to fill them: You understand what data analysts, data engineers, evaluators, and program staff each contribute to data work. You don’t need to do their jobs, but you know enough to scope work well, ask informed questions, and confidently identify issues when they arise.
  • Thoughtful communicator: You explain complex data concepts clearly to program staff and you translate program needs into requirements technical staff can act on. You write documentation people actually use.
  • Collaborative and influential: You build credibility through expertise and partnership. You work across teams, listen well, and know how to move work forward when you don’t own the decision.
  • Equity-driven: You are committed to advancing systemic changes that address historic and current discrimination. You evaluate program design through an equity lens and help create solutions that remove barriers and deliver more equitable outcomes.
