Resource Recovery Program Manager

Overview

We are hiring a Resource Recovery Program Manager.

This position will lead and advance sustainability and resource recovery initiatives within the Solid Waste Department under the direction of the Solid Waste Director. The role provides strategic program management, coordinates complex initiatives, and builds strong partnerships across the organization and with public and private community partners.

Working closely with the Solid Waste Director and solid waste management team, this position will design, implement, and coordinate programs that support long-term resource recovery goals, including regional initiatives identified through the Solid Waste Infrastructure Master Plan (SWIMP). The position will also manage grant-funded initiatives, including identifying funding opportunities, preparing applications, and ensuring fiscal responsibility, regulatory compliance, and effective use of resources.

This position is not eligible for fully remote work; a hybrid work schedule may be available.

Responsibilities

What you'll do in the role:

• Advance diversion and resource recovery initiatives that support sustainability, increase landfill diversion, and promote a circular economy. This may include, but is not limited to, Construction and Demolition (C&D) materials recovery, organic materials management and composting, forest and woody biomass recovery and processing, and improvements to recycling programs.
• Coordinate internal and external teams and maintain strong collaborative relationships with stakeholders, contractors, municipal partners, state and federal agencies, industry representatives, and other partners.
• Serve as a County representative and subject matter expert for resource recovery and waste diversion development.
• Identify, pursue, apply for, and monitor grants that support sustainability, resource recovery, and related departmental initiatives.
• Present information to the community, partners, and elected officials.
• Develop metrics to measure and achieve program success, including diversion projects.
• Provide oversight of the resource recovery program.

Qualifications

All candidates will be screened for the following required minimum qualifications. Any candidate who does not meet all of the qualifications listed as required will be eliminated from the process.

• Bachelor's Degree, or equivalent combination of education and/or experience, in a field related to the program required. Related education or experience may be substituted on a year-for-year basis.
• Three (3) years program related experience which may include: program management, case management, contract management, program development or the performance of similar duties, required.
• Possess reliable transportation to be able to work in any County facility as needed and required.
