Duties Description
The Division of Quality Improvement (DQI) is responsible for developing and implementing key components of OPWDD's mission. A central objective of DQI is to integrate and promote quality improvement practices across the service system to enhance the quality of support and outcomes for the people we serve.
The incumbent will serve as a core member of the DQI Data Analysis and Evaluation Unit (DAEU), supporting expanding data analysis and reporting needs and assisting with new federal requirements. DQI is responsible for overseeing implementation of the federal Access Rule quality measure set issued by the Centers for Medicare & Medicaid Services (CMS). The incumbent will contribute to analyses and reporting related to critical incidents and the Incident Report and Management Application (IRMA), including tasks required under the Access Rule.
This position will be essential to many data analysis functions and initiatives central to DQI.

Preferred Qualifications:
Strong statistical and data management skills. Proficient in the use of data visualization tools such as Tableau and Power BI. Experience with SAS, SQL, Microsoft Excel, Word, and Power Point. Experience extracting, merging, and linking health care datasets, including Medicaid data, for the application of data visualization and advanced statistical analysis. Knowledge of statistical methods and their application for predictive analytics. Excellent communication and organizational skills. The ability to work independently, as well as in a team environment.
Data Analyst Trainee 1, NS (equivalent to SG-14): four years of experience* in data visualization, and statistical models and data mining tools.
Data Analyst Trainee 2, NS (equivalent to SG-16): five years of experience* in data visualization, and statistical models and data mining tools.
Data Analyst 1, SG-18: four years of experience* in data visualization, and statistical models and data mining tools and satisfactory completion of a two-year traineeship; OR six years of experience* in data visualization, and statistical models and data mining tools.
° Thirteen (13) days of paid vacation leave initially.?
° Five (5) days paid personal leave each year.?
° Thirteen (13) days of paid sick leave each year (PEF/CSEA), which may carry over from year to year.?
° Up to three (3) days professional leave each year to participate in professional development events.?

The incumbent will be expected to:
- Perform structured data analysis using quantitative, statistical, and operational methodologies.
- Extract, clean, merge, and prepare datasets from OPWDD, Medicaid, and other enterprise systems using SQL, SAS, and similar tools.
- Develop analytic outputs including frequencies, trends, quality indicators, and operational metrics.
- Develop visualizations, summaries, dashboards, and reports in both paper and presentation formats.
- Support data-driven decision-making through clear, reliable, and audit-ready reporting.
- Support implementation of CMS Access Rule quality requirements through data preparation, metric development, validation, and reporting.
- Assist with IRMA federal reporting changes required under the Access Rule.
- Identify potential unreported critical incidents using Medicaid data and structured analytic methods.
- Trend statewide incident data in collaboration with SCIR to support prevention of harm, abuse, and neglect.
- Coordinate with DSM and partner agencies to align data structures, integrate data sources, and support enterprise data strategy.
- Use SQL, SAS, Tableau, and other analytic tools to meet reporting and data processing needs.
- Apply Medicaid data knowledge when working on incident-related analytics and Access Rule requirements.
- Support development and maintenance of standardized definitions and methodologies for key DQI measures and analytic products.

- Substitution: An associate’s degree may substitute for two years of general experience; or a bachelor’s degree may substitute for four years of general experience. A master’s degree in data or computer science, informatics, economics, statistics, mathematics, or a related field, may substitute for one year of general experience; or a Ph.D. in these fields may substitute for two years of general experience.
- Appointments may also be made at the Data Analyst Trainee levels. Candidates hired at the entry-level title Data Analyst Trainee 1 may be advanced to the full-performance level Data Analyst 1 following satisfactory completion of two-years of service.
