Associate Energy Project Analyst - Expense

The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.

The Office of Energy and Resource Recovery Programs (Energy Office) is charged with plotting the course for DEP to meet its energy and carbon neutrality goals, as well as maximizing resource recovery. The Energy Office also provides energy and performance tracking, program assessment, scientific research, planning and internal auditing services to DEP's operating bureaus.

The Energy Office is seeking to hire an Associate Energy Project Analyst. The selected candidate will manage DCAS-funded projects; perform scientific research and analysis; and provide technical assistance for planning, funding, and implementing projects within the agency. These projects represent critical initiatives to improve efficiency, effectiveness, coordination, and delivery of formalized efforts in support of the agency’s climate goals, including energy and carbon neutrality by 2050, zero waste to landfills by 2030, and various renewable energy, energy storage, and energy reliability targets.

Responsibilities Will Include But Are Not Limited To

• Track and report progress on portfolio of projects that have been awarded funding through DCAS ExCEL and ACE programs that provide funding for expense and capital energy saving projects respectively. Tasks include managing grant distribution, aligning grant funding with DEP’s budget, tracking expenditures, submitting milestone documentation, verifying installations and supporting pre and post-installation measurement and verification efforts.
• Identify potential projects and generate applications based on potential energy savings to DCAS ACE and ExCEL programs in order to secure external funding for DEP projects.
• Assist project managers as needed to advance priority projects, including developing and maintaining project plans, managing and coordinating project elements, reviewing milestones, and ensuring efficient progress on implementation through consistent monitoring of initiatives and commitments.
• Provide analytical assistance, including quantitative and qualitative data analysis; data tool creation and maintenance; technical research and evaluation of industry and internal best practices in energy, demand, performance, and greenhouse gas management; and the identification and assessment of operational improvement opportunities. Instruct junior staff and energy bureau liaisons on the ACE and ExCEL application process.
• Support procurement and documentation of projects that receive funding through DCAS’ Retro-commissioning program.
• Assist senior staff in project management responsibilities, including adhering to internal and external timelines; ensuring the completion of high-quality deliverables; and managing budgets.
• Participate in ad-hoc projects as needed.

Minimum Qualifications

• For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
  
  

To be appointed to Assignment Level II and above, candidates must have:

• A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
• A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
• Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Appointments to this position are subject to a minimum probationary period of one year.

Preferred Skills

• Strong demonstrated quantitative ability academic courses or work experience related to energy management, performance tracking and analysis, environmental/public health issues, water and wastewater utility operations, or public policy experience with statistics, economic modeling, and financial analysis proven ability to perform under pressure and tight deadlines. 2. Strong knowledge of Excel demonstrated experience of producing high quality data analysis and reports. 3. Knowledge of energy and greenhouse gas emissions accounting in the water supply, water and wastewater conveyance, and wastewater treatment sectors. Experience estimating energy and emission savings from energy saving projects. 4. Knowledge of New York City/New York State energy policy desirable. 5. Excellent written and oral communication skills. 6. Business process analysis skills with strong ability to understand and assess existing processes and identify potential improvements. 7. Excellent interpersonal and team skills.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
