About This Position
The City of Phoenix, Office of Sustainability, is dedicated to enhancing sustainability and resilience across the city and within municipal operations. We collaborate with city departments, governmental institutions, and community partners to implement innovative programs and projects to reduce greenhouse gas emissions and accelerate climate action.
The Office of Sustainability (OOS) is seeking a Community Programs Project Manager. Duties are performed under the City Energy Manager and require considerable initiative and independent judgment within an assigned area of responsibility. We are seeking a skilled and experienced professional with strong technical expertise, collaborative, self-directed, and a commitment to delivering meaningful outcomes moving work from planning to implementation.

Pay Range: $82,056.00 to $133,660.80 annually.
Hiring Range: $82,056.00 to $121,243.20 annually.

The Office of Sustainability (OOS) is seeking a Community Programs Project Manager. Duties And Responsibilities Of The Role Are
- Manage and administer various community programs/projects.
- Develop, monitor, and manage program budgets and administer associated contracts.
- Develop and maintain program policies and standard operating procedures.
- Advance community-wide energy projects with residents, community-based organizations, businesses, and institutional partners.
- Drive implementation of assigned actions under the City's Climate Action Plan (CAP) and Energy Access Plan (EAP) or other applicable City plans.
- Design and facilitate community workshops, listening sessions, and co-design processes; and synthesize community input into actionable programs and projects.
- Coordinate across City departments and external stakeholders to deliver assigned projects.
- Identify, pursue, and manage external funding to support CAP and EAP implementation.
- Assist with evaluating bid proposals.
- Track and report on Key Performance Indicators for assigned actions.
- Knowledge of City practices, policies, and procedures.
- Working knowledge of energy data analysis, utility billing review, or energy benchmarking platforms.
- Brings substantive depth in clean energy, building efficiency, and sustainability, along with the capacity to translate technical concepts for general audiences.
- Ability in handling conflict and uncertainty, competing priorities, and multiple tasks.
- Skill of supervisory and managerial principles, with the ability to establish and maintain effective communication and working relationships.
Pay Range: $82,056.00 to $133,660.80 annually.
Hiring Range: $82,056.00 to $121,243.20 annually.
Pay Range Explanation
- Pay range is the entire compensation range for the position classification.
- Hiring range is an estimate of where you can receive an offer. The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, education, licenses, training, and internal equity.
- Promotions occur when the last two digits of the pay grade increase.
- Demotions occur when the last two digits of the pay grade decrease.
- Lateral transfers occur when there is no change to the last two digits of the pay grade.
- When there is a change in the first digit of the pay grade, there may also be a change to your classification or unit.

Minimum Qualifications
- Four years of responsible experience in urban development, redevelopment, business assistance, capital improvement, design and/or construction projects at a level which required supervision or participation in the planning and programming processes.
- Bachelor's degree in public or business administration, urban planning, architecture, engineering, construction management, economics, or a related field.
- Other combinations of experience and education that meet the minimum requirements may be substituted.
- All finalists for positions are subject to a criminal background check applicable to the department or position.
- Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

The minimum qualifications listed above, plus:
- Master's degree in sustainability, energy, public administration, urban planning, or a related field, and/or professional certification such as Project Management Professional (PMP), Certified Energy Manager (CEM), or LEED AP.
- Five or more years leading collaborative programs/projects with cross-functional teams from various City departments, organizations, business entities, and/or community members with a focus in energy, sustainability, or community programs.
- Direct experience implementing Climate Action Plan, Energy Access Plan, or equivalent municipal sustainability strategies.
- Demonstrated experience designing and facilitating community engagement processes and building partnerships with community-based organizations, businesses, and institutional partners.
- Bilingual English/Spanish fluency sufficient to facilitate workshops and develop outreach materials.
- Experience working with electric utilities such as APS and SRP on customer programs, partnership initiatives, and other joint projects.
- Experience identifying opportunities for grants, partnerships, or pilot projects on energy, sustainability, or community engagement.
