King County International Airport – Boeing Field (KCIA) is searching for an exceptional leader to serve as Special Projects Manager 3 for KCIA’s Taxiway Bravo Relocation project. To meet this challenge, the Special Projects Manager 3 will lead the full scope of project management work required to implement all phases of design and construction of a new air traffic control tower (ATCT), Aircraft Rescue and Fire Fighting (ARFF) station, runway rehabilitation, taxiway relocation, and other enabling projects.


ABOUT KING COUNTY INTERNATIONAL AIRPORT (BOEING FIELD)

KCIA is one of the busiest primary non-hub general aviation airports in the nation. Located just four miles south of downtown Seattle, it averages 180,000 aircraft operations each year. KCIA ranks among the most successful public investments in state history. The airport's annual economic impact is $3.5 billion - supporting more than 16,000 jobs and providing $1.8 billion in labor income in the county. KCIA promotes the health of the aviation industry by establishing pipelines for employment and for employee development.

As a general aviation airport, KCIA serves small, commercial passenger airlines, cargo carriers, including UPS, private aircraft owners, helicopters, corporate jets, and military and other aircraft. It is also the final delivery center for the Boeing Company's 737 aircraft and serves as the company's military flight center along with other Boeing operations. The Museum of Flight is located on the airport property with a wide variety of aircraft and exhibits showcasing aviation history. KCIA frequently is host to celebrities and dignitaries, who prefer Boeing Field because of its proximity to downtown Seattle and convenient connections to other business districts in the region. Due to its proximity to Lumen Field, T-Mobile Park, and other sports venues, many teams prefer to use KCIA when playing in Seattle.

Scope of Duties: To be considered for this opportunity, you must demonstrate the knowledge, skill and ability to:

  • Serve as the strategic leader for major capital projects initiatives, guiding all phases from early planning through implementation to meet stakeholder expectations.
  • Oversee daily project operations, including task management, issue resolution, risk monitoring, quality assurance, and budget oversight; create work breakdown structures, timelines, and resource and budget plans.
  • Create and sustain comprehensive strategies to manage project risks, leading efforts to identify, assess, and develop appropriate response actions and controls throughout the project lifecycle.
  • Deliver clear, concise presentations to senior leadership on project timelines, milestones, status updates, and mitigation strategies for identified risks and issues.
  • Lead the preparation and coordination of procurement documents, including RFPs, RFIs, and bid solicitations.
  • Oversee the negotiation, development, and review of project-related contracts, including vendor management when required.
  • Deliver strategic direction and engaged support to project teams, fostering an environment that champions high performance, continuous development, and collaborative respect.
  • Navigate complex political and public environments by managing operations under the high scrutiny of the County Council, governing board, and public media, demonstrating professionalism, transparency, and sound judgment in all actions


WE ARE LOOKING FOR CANDIDATES WHO:

  • Have extensive leadership in successfully managing, developing, and/or implementing strategic initiatives and systems to deliver large-scale airport capital improvement projects in alignment with the standards set by King County’s Capital Project Management Working Group (CPMWG).
  • Are customer-focused and comfortable advising and partnering with senior and executive level management, tenants, and key stakeholders regarding complex issues and policies involved in executing major airport capital improvement projects.
  • Are organizationally and politically savvy; be able to manage highly visible, complex, and sensitive airport projects involving multiple, diverse stakeholders with conflicting priorities and political considerations.
  • Have advanced expertise working with multiple governmental agencies to prepare, advertise, negotiate, and execute design, construction, and procurement contacts in a timely fashion.
  • Will ensure that airport projects meet the King County Strategic Climate Action Plan (SCAP) Requirements and lead in sustainability and resiliency.
  • Have demonstrated fiscal responsibility through thorough reporting, communication with KCIA Finance and Contracting team, timely notification, and diligent research.
  • Will be accountable for quality assurance, safety, and ensuring that program planning, design, and construction phases meet King County SCAP, CPWMG, and FAA requirements.
  • Is a strategic people leader with an understanding of how to manage effectively through others while fostering the next generation of airport executives.
  • Is responsible for promoting a project-wide pro-ESJ environment in all project areas.


Our Ideal Candidates will:

  • Possess knowledge of the principles, practices, and techniques related to airfield construction.
  • Have a proven track record of managing multiple high-visibility capital improvement projects and the ability to negotiate effectively with executive stakeholders.
  • Possess excellent communication skills and an ability, both orally and in writing, to respond to public inquiries.
  • Be a champion of equity and social justice and be comfortable having candid and sincere conversations with all employees and partners about these topics.
  • Have demonstrated success in managing complex operations, budgets, or public-facing projects within a highly scrutinized environment.
  • PE license is highly desirable.


Supplemental Information:

  • This position will be working onsite at the King County International Airport.
  • This position is exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime.
  • Typical hours are Monday – Friday 8am – 5pm.
  • This position is non-represented.
