Network Specialist I -II

General Description

Performs entry-level to moderately complex (journey-level) network work depending on the network specialist series. Work involves assisting in the implementation, maintenance, and monitoring of local area networks, wide area networks, internet or intranet systems, and network segments. Works under close supervision to general supervision, with minimal to moderate latitude for the use of initiative and independent judgment.

Essential Job Functions

50% Performs network startup and shutdown procedures, document work performed and maintains records for the division on network configurations.

  • Assists/monitors the status of the network to ensure that all devices are working properly; makes upgrades and repairs as needed.
  • Conducts major studies regarding system usage, makes recommendations for improvements, and determines network system requirements.
  • Assists/monitors firmware updates, tuning, and capacity planning activities to enhance the performance of the network resources.
  • Reviews configurations for completeness and accuracy and plans and schedules network studies and system implementations.
  • Analyzes existing network and systems (i.e. OpManager) procedures for efficiency and effectiveness.
  • Documents, analyzes, and defines agency disaster recovery responsibilities and procedures. Document and develop policies and procedures designed to ensure the integrity of local area network or wide area network environments.
  • Documents requirements and work performed pertaining to customers' needs and use information to identify, predict, interpret, and evaluate system and network requirements.
  • Evaluates network performance issues and installs and tests equipment, connections, and firewalls.
  • Defines and follows policies and procedures designed to ensure the integrity of the local area network or wide area network environment and provides recommendations to improve them.

25% Assists with the network configurations, monitoring, and maintenance.

  • Assists/monitors in maintaining the network's physical and logical structures, including network connections.
  • Assists/monitors in maintaining network support software, analyzes user support statistics, and recommends appropriate measures.
  • Assists/maintains the operating system and security software utilized on the network, including the addition of new users to the network and the establishment of rights and privileges via Active Directory or similar access and identity management systems.
  • Assists/monitors the operational network environment and takes corrective measures to ensure efficient functionality.
  • Assists/maintains the local area network or wide area network (for example - Fiber, MPLS, Cellular Broadband, Metro Ethernet, Site-to-Site Tunnels, Client VPNs) internet or intranet, cable and hub installations, and inventories.
  • Assists in preparing and analyzing statistics on network utilization and availability.

15% Conducts product evaluations of upgraded or new hardware and software; identifies strengths, weaknesses, and potential benefits to the agency; and recommends enhancements to network facilities.

  • Performs tuning and capacity planning activities to enhance the performance of the network resources.

10% Perform other duties as assigned.

  • Participate in end user break/fix support.
  • Prioritize and triage incidents.
  • Respond to outages.
  • Participate in a rotating on-call schedule.
  • Afterhours maintenance windows.

MQs, KSA, License/Certifications

: Graduation from an accredited four-year college or university with major coursework in computer science, management information systems, network technology, information security or a related field.

Experience

Network Specialist I

Minimum of two (2) years' experience as a Network engineer or IT technician. Experience with network connectivity, technologies, protocols, and security.

Must be willing to complete department or agency on and off-site training to enhance job-related skills.

Network Specialist II

Minimum of three (3) years' experience as a Network engineer or IT technician. Experience with network connectivity, technologies, protocols, and security.

Must be willing to complete department or agency on and off-site training to enhance job-related skills.

Applicable Substitutions: Education and experience may be substituted for one another on a year per year basis.

Preferred Qualifications: Certifications such as Cisco CCST, CCST IT Support, CCST Networking, CCT Field Technician, CCNA, CCNA Cybersecurity, or CCNP; CompTIA Network+ certification is preferred.

Knowledge

  • Knowledge of network facilities and data processing techniques, of computer hardware and software, of network operating system and security software, and of performance monitoring and capacity management tools.

Skills

  • Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.
  • Exceptional analytical and problem-solving skills.
  • Great organizational and time management skills

Abilities

  • Ability to recognize, analyze, and resolve network problems; and to communicate effectively.

Physical Requirements/Supplemental Information

This position functions in a standard office environment. Must be able to move around the office to access filing cabinets, office equipment and move up to 20 pounds. Must be able to communicate and exchange information via phone, computer, in person and via electronic media. Must be able to perform repetitive use of a keyboard at a workstation. Must be able to work with overlapping deadlines.

HYBRID INFORMATION: This position is expected to work in the office but may be eligible for situational or hybrid telework schedule upon completion of an initial probationary period. For teleworking, must have a secure, dedicated workspace with internet service, ability to maintain a reliable consistent work schedule and be available for meetings and group collaboration via Microsoft Teams or other platforms/applications during regular business hours.

The Texas Alcoholic Beverage Commission reserves the right to adjust compensation based upon legislative mandates in regard to TABC's and/or an employee's contribution to the Employees Retirement System.
