Position Summary: The Office of District Planning (ODP) is responsible for the development and implementation of district- and borough-based plans that address local needs and priorities with the goal of increasing access for all families to high-quality educational options. These plans, developed in close partnership with superintendents, Community Education Councils (CECs), and local stakeholders, may include the opening of new schools, reconfigurations or re-sitings of existing schools, zoning changes, or openings of specialized programs (e.g. District 75, Autism NEST, Horizon, and AIMS programs, etc.), among other levers.

The Senior Business Intelligence (BI) Analyst position requires expertise in Power BI to help drive critical data work supporting New York City Public Schools’ (NYCPS) multi-year plan to achieve compliance with the New York State class size reduction law. The Senior BI Developer will design interactive dashboards and reporting tools that inform school- and district-level planning, with a focus on accessibility, accuracy, and compliance. The Senior BI Developer will write DAX measures and develop data models that empower decision-makers with timely, actionable insights.

This role will work closely with the ODP Leadership Team to implement data solutions that address complex, systemwide challenges. Leveraging advanced analytical, problem-solving, and data visualization skills, the role gathers, integrates, and interprets diverse datasets to inform Class Size Law compliance and strategic planning. By building innovative, high-impact dashboards and analytical tools, the Senior BI Analyst will help drive the adoption of next-generation technology across NYCPS, ensuring decision-makers have the insights needed to advance equitable, evidence-based outcomes. Reports to: Senior Director, Analytics and Data

Direct Reports: N/A

Key Relationships: Works closely with Leadership Team and Analytics Team in District Planning as well as cross-functional groups, including the Office of New School Development & Design (ONS), the Office of Student Enrollment (OSE), the Office of Space Management (OSM), the School Construction Authority (SCA), Office of Legal Services (OLS), and the division of the Deputy Chancellor for Operations.

Responsibilities

System Development Support

  • Conceptualize, design, and develop data tools, reports, and dashboards to support planning, implementation, and monitoring of class size objectives at the school, district, and city levels.
  • Build and maintain interactive Power BI dashboards and data visualizations for internal NYCPS use, leveraging advanced DAX measures and data modeling techniques.
  • Integrate multiple data sources and ensure accuracy, consistency, and usability of data presented in tools and reports.
  • Maintain awareness of updates to the Class Size Reduction Plan and ensure tools reflect current compliance criteria.

Data Management & Analysis

  • Model and evaluate compliance scenarios, analyzing impacts, projected compliance rates, costs, and benefits for each option.
  • Translate planning and office guidelines into clear data requirements and useful analytical tools.
  • Assist in identifying data trends and producing actionable insights to inform decision-making related to class size planning.
  • Monitor usage and effectiveness of tools, collecting feedback and iterating based on user needs and legal compliance requirements.
  • Compile and prepare data for integration into tools, reports, and products maintained by other New York City Public Schools (NYCPS) offices, ensuring consistency, accuracy, and alignment with shared data standards.

Team Collaboration and Stakeholder Engagement

  • Collaborate cross-functionally with teams in the ODP, partner offices, and NYCPS leadership to align data tools with broader class size-related goals.
  • Conduct training sessions and develop documentation to ensure effective use and adoption of dashboards and analytical tools by stakeholders.
  • Provide ongoing technical assistance, troubleshooting, and support to internal users and district/school-based partners using developed tools.

Qualification Requirements

Minimum

  • A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
  • A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
  • Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Preferred

    • Demonstrated expertise in Power BI or other business intelligence tools, including building advanced, interactive dashboards, developing data models, writing DAX measures, and publishing reports for enterprise-wide use.
    • Strong proficiency in SQL for querying and managing data in relational databases.
    • Experience designing and maintaining ETL processes and integrating data from multiple sources.
    • Ability to create clear, user-centered tools that serve both technical and non-technical audiences.
    • Excellent communication skills, including the ability to translate complex data into actionable insights.
    • Strong proficiency in Microsoft Excel for data manipulation and reporting.
    • 3+ years of experience in business intelligence development, data analysis, or visualization.
    • Experience with R, Python; programming languages for data analysis, automation, or statistical modeling.
    • Familiarity with ArcGIS or other geographic information systems for spatial data analysis and mapping.
    • Knowledge of NYCPS data systems such as ATS, SMS, STARS, LCGMS.
    • Understanding of data privacy and compliance frameworks.
    • Experience or working knowledge of education, city government, or large public-sector organization.
    • Motivated to lead in a high-impact role within data analysis and systems analytics.
    • Flexible schedule to allow for some evening work and occasional travel to schools across assigned borough(s).
Salary

$109,565 (New Hire Rate)

$126,000 - $142,112 (Incumbent - 2 years of full-time continuous City service)

(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
