**Major Duties**

  • Serves as the Installation Emergency Manager (IEM), implementing and administering national level Department of Defense (DOD), Department of Homeland Security Federal Emergency management Agency (FEMA), and DLA Emergency Management Policy.
  • Develops locally aligned, standardized, and when possible, interoperable installation emergency management policies and procedures.
  • Represents the Installation Commander and Site Director at Emergency Management Working Group (EMWG) meetings and establishes and sustains the Installation Emergency management Working Group (IEMWG).
  • Performs critical all-hazards risk management processes and participates in appropriate local federal agencies’, military services, state, tribal, and local government working groups.
  • Makes operational and planning decisions to resolve installation operational conflicts and issues.
  • Serves as a senior analyst providing expert authority and technical guidance to direct the design, development, execution, and promulgation of continuity planning process for the Site Director.
  • Establishes installation emergency management policy, procedures and practice to implement decisions and policy based on Executive Orders, Federal Statutes, and National Response Framework.
  • Establishes installation emergency management policy, procedures, and practice to implement decisions and policy based on the National Incident Management System (NIMS) and guidance from the Incident Command System (ICS) Agency Emergency Management.

**Qualification Summary**

To qualify for an Emergency Management Specialist, your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Training and experience in emergency management, planning and response principles, practices, procedures, and requirements with an exceptional understanding of the missions and functions of the Agency installations. Experience with the National Incident Management System (NIMS) and the Incident Command System (ICS) language, organization, lines of authority, and installation response roles and responsibilities. Ensuring Emergency Operation Centers (EOCs) personnel are properly trained to manage and operate the EOCs within a common operating picture. Coordinating with installation tenant agencies and activities for the establishment of the Installation Emergency Management (IEM) plan, annexes, appendixes, procedures, and support. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
