Health Educator (Tobacco Coordinator)

General Description
Under the leadership of the direct supervisor, plans, implements, and evaluates health education activities in the Bear River Health district. This specific position will serve as the Tobacco Coordinator.
Minimum Qualifications ( Education and Experience)
Graduation from an accredited college or university with a B.S. degree in Health Science, Public Health, Community Health, or other closely related field; AND two (2) years of full-time paid professional employment in community or public health, PLUS CHES eligible;
OR
Graduation from an accredited college or university with a B.S. degree in Health Science, Public Health, Community Health, or other closely related field; AND one (1) year of full-time paid professional employment in community or public health, PLUS CHES eligible.
Substitutions on a year-for-year basis – Additional graduate study in a public or community health program for the required full-time paid professional employment requirement.
Minimum Qualifications (Necessary Knowledge, Skills and Abilities)
Must:
- Have knowledge of public health education models, behavior change theories, and primary prevention techniques
- Have knowledge of health education methods and preventative health practices
- Have knowledge of community analysis and survey techniques, needs assessment, and principles of community organization
- Have knowledge of educational tools and use of the media for information dissemination.
- Knowledge of risk/protective factor models
- Have knowledge of Social Determinants of Health
- Have skills to lead discussions and teach large or small groups
- Have skills in computer programs including Google Workspace, word processing, spreadsheets, databases, desktop publishing, internet, and email use
- Be skilled in written, verbal, and public communication
- Have ability to maintain professional standards while enforcing public health laws
- Have ability to establish and maintain effective working relationships with coworkers, other agencies, and community leaders
- Have ability to work well under pressure, manage multiple tasks simultaneously, work well in team situations, meet deadlines, and provide positive customer service
- Have ability to proficiently use computers
- Have ability to write technical reports, develop curriculum, and make effective presentations
- Ability to be an active member of a team
- Ability to be self-motivated and self-directed
- Spanish speaking skills are a plus
Special Qualifications
Must:
- Be able to pass a full background check and drug screening
- Possess or be able to obtain a valid Utah Driver License at the time of employment
- Be able to provide your own transportation
- Be able to lift 50 pounds and be able to perform strenuous activities requiring flexibility and stamina, and overall general good health
- Have a flexible schedule and be available for scheduled work in the evenings and/or weekends and holidays as the job requires
Summary of Duties
- Responsible for the planning, implementing, evaluating, and reporting of the annual tobacco prevention and control work plan
- Enforce Utah electronic cigarette sales, labeling, advertising, and manufacturing laws
- Enforce Utah tobacco product sales, advertising, and manufacturing laws
- Conduct investigations, field inspections and other compliance related duties
- Monitor and assess if violations exist among tobacco and e-cigarette businesses
- Prepare written analyses, reports and correspondence
- Establish partnerships with tobacco specialty businesses and general tobacco businesses in the Bear River Health District
- Partner with worksites, cities, schools, and municipalities to implement policies
- Inform, educate, and enforce the Utah Indoor Clean Air Act laws
- Communicate Utah tobacco and e-cigarette laws and program processes
- Provide instruction and education to assist business owners, operators and their employees on compliance to Utah tobacco and e-cigarette sales laws
- Assist with development and implementation of tobacco policy objectives
- Assist with planning and implementation of underage alcohol and tobacco retail compliance checks
- Serve as a resource for public health requests
- Respond to public health emergencies as required by Department
- Other duties as assigned
Position is eligible for limited remote work when approved by direct supervisor.
