Position Summary: The Office of Multilingual Learners (OML) ensures that our Multilingual Learners/English Language Learners (MLs/ELLs) receive the high-quality, rigorous learning opportunities and targeted support they need to thrive in college and careers. OML drives the New York City Public Schools (NYCPS) focus on and support of its vast number of MLs/ELLs and creates professional development opportunities across New York City to help educators be educators of MLs/ELLs. Consistent with the NYCPS priorities, OML is committed to better serving culturally and linguistically diverse learners and promoting equity by:

  • Leading all ML/ELL initiatives system-wide, including the creation, development, deployment, implementation, and monitoring of ELL supports, resources, and services across districts, central offices, and schools;
  • Developing and implementing innovative programs and supports to ensure postsecondary success and welcoming school environments for every ML/ELL and immigrant student, including MLs/ELLs with disabilities, in temporary housing, with interrupted schooling, or who are newcomers or long-term ELLs;
  • Expanding parent choice with the creation of new Dual Language Bilingual Education and Transitional Bilingual Education programs to support MLs/ELLs in gaining language proficiency in English and their native language;
  • Promoting meaningful family and community engagement; and
  • Providing standards-aligned professional development opportunities for principals, teachers and staff to deepen their understanding of second language acquisition and literacy development.

The Multilingual and Immigrant Student Support team aims to ensure our students can safely navigate school and pursue a postsecondary pathway, with the assurance that families can equitably engage in the fullness of their educational journey. This team focuses on supporting transition planning across grades, culturally responsive postsecondary planning and access, capacity building across diverse stakeholders, and equitable family engagement that prioritizes historically under-represented multilingual and immigrant students and families.

The Senior Director of Postsecondary Readiness collaborates most closely with the Office of Student Pathways (OSP) to develop anti-racist strategies and equitable opportunities for ML/ELL and immigrant students within the NYCPS’s college and career initiatives. The Senior Director will focus on citywide advisement practices, supporting college planning and access programs, strengthen work-based learning initiatives and enhance partnerships on behalf of multilingual and immigrant students such as the Summer Intensive English Language Program and Immigrant Ambassador Program. The Senior Director is expected to scale and sustain these programs and use these models to support other NYCPS teams in reimagining program designs and structures for these populations. The Senior Director will identify system-wide gaps and create resources to ensure ML/ELL and immigrant students, regardless of language and immigration status, have the information they need to thrive in high school and in college, as well as professional learning for educators grounded in anti-racist, immigrant-friendly, and culturally and linguistically responsive practices. Additionally, the Senior Director will support Bilingual Education expansion initiatives by working directly with districts to support school counselors across middle and high schools to build their awareness of the benefits and opportunities such programming affords multilingual learners and its ties to college readiness.

The Senior Director will collaborate with OSP which oversee initiative policy and build system-wide capacity to deliver college and career planning with a goal to ensure that a greater numbers of MLs/ELLs and immigrant students graduate prepared for life after high school. The Senior Director works with key intergovernmental, philanthropic, college, and CBO partners to manage strong collaborative relationships and works to develop best practices and ensure equitable access to higher education. Reports to: Executive Director, Multilingual and Immigrant Student Support

Direct Reports: Director of Career Readiness, Director of College Readiness and Associate Director, Student Empowerment

Key Relationships: Works closely with OSP leadership and related offices, including the Research and Policy Support Group (RPSG), superintendent offices, the Office of Safety and Youth Development, the Fund for Public Schools, the City University of New York (CUNY), other colleges and universities, GradNYC, private funders, and other national college and career-focused organizations. Collaborates closely with Senior Directors within OML on high school specific efforts to increase ML/ELL graduation rates.

Responsibilities

  • Manages the NYCPS’s vision, strategy, and implementation efforts to support effective college and career planning district-wide for ML/ELL and immigrant students.
  • Supports the Office of Student Pathways (OSP) to set the college and career readiness vision for ML/ELL and immigrant students in all schools.
  • In partnership with the Executive Director, OML and NYCPS represents external and intergovernmental relations, including liaising with high-level officials of government agencies, researchers, CBOs, institutions of higher education, private foundations and corporations.
  • Collaborates with OSP Leadership to support and ensure effective planning and integration of college access strategies into high-priority and cross-divisional work, including effective project planning and coordination among OSP and driving goals for relevant working groups.
  • Supports the development of structures, systems and processes that foster and facilitate planning, performance measurements, and accountability, as well as the development, coordination, integration, and evaluation of college access programs and their outcomes for MLs/ELLs.
  • Oversees and guides the implementation of career readiness initiatives tailored to multilingual and immigrant students, providing strategic supervision to the Director leading this portfolio to ensure culturally responsive, equity-driven, and outcomes-based programming aligned to NYCPS and OML goals.
  • Focuses on enhancing culturally responsive counseling and access services by strengthening counselor resources and whole school capacity building through professional learning communities, to support access to bilingual education programs, dual enrollment opportunities, college, and financial aid options.
  • Creates resources to ensure students and families can actively understand the college and career planning process and see themselves intimately reflected in the future they desire and deserve.
  • Maintains optimum efficiency and increases the value and educational impact of program areas by creating strategic partnerships with racially and linguistically diverse community-based organizations, CUNY, and private sector companies that align to anti-racist and immigrant-friendly values.
  • Defines the scope of related program areas and creates and maintains metrics in the evaluation of program success, including identifying and addressing areas in need of improvement.

Qualification Requirements

Minimum

  • A master’s degree from an accredited college or university in education, educational psychology, educational leadership, public administration, public policy, social work, or a closely related field, and two years of satisfactory, full-time progressively responsible professional experience in education administration, in such areas as: portfolio planning, educational grants/funding, student enrollment, assessment and accountability, youth development, special education, early childhood, program evaluation, policy research, college and career readiness, health and wellness, immunization, diagnostic and treatment services for parents and children, out of school programs, career and occupational education, curriculum development, evaluation and testing, educational planning, and educational statistics, or a related field, at least 18 months of this experience must have been in an executive, managerial, consultative, administrative or supervisory capacity in education administration; or
  • A baccalaureate degree from an accredited college or university and four years of satisfactory, fulltime progressively responsible professional experience, in one or more of the areas as described in “1” above, at least 18 months of which must have been in an executive, managerial, consultative, administrative or supervisory capacity; or
  • A four-year high school diploma or its educational equivalent and six years of satisfactory, full time professional experience, in one or more of the areas as described in “1” above, at least 18 months of which must have been in an executive, managerial, consultative, administrative or supervisory capacity; or
  • Education and/or experience equivalent to “1”, “2”, or “3” above. Undergraduate education above the high school level may be substituted for professional experience, in the areas described in “1” above, at the rate of 30 semester credits from an accredited college or university for each year of experience, up to a maximum of 4 years. Graduate education in areas other than those mentioned above, may be substituted for the professional experience, at the rate of 15 graduate semester credits from an accredited college or university, for 6 months of experience, up to a maximum of 1 year of professional experience. However, all candidates must have a high school diploma or its educational equivalent and 18 months of experience in an executive, managerial, consultative, administrative or supervisory capacity in education administration as described above.

Preferred

  • Track record of thinking conceptually and mastering complex subject matter quickly.
  • Excellent organizational skills and capacity to develop and implement practical strategies, plans, and solutions to identify issues and problems.
  • Superior critical thinking skills, including identifying, appropriately assessing, and prioritizing competing needs and interests.
  • Experience taking initiative in managing competing organizational and departmental priorities and working effectively under pressure when facing extremely short deadlines.
  • Skilled with group problem-solving and working with complex concepts in a dynamic setting.
  • Ability to organize facts and present information and figures in a clear, concise, and logical manner, both spoken and written.
  • Excellent interpersonal skills in dealing with education and non-education personnel, internal and external to NYCPS.
  • Ability to work independently and to undertake supervisory responsibilities as needed.

Salary: $130,151 - $143,167

(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
