GENERAL STATEMENT OF DUTIES: To perform highly responsible and advanced technical, analytical, evaluative, and liaison work for the planning and development of human service programs, policies, and systems on a statewide basis; to do related work as required.
SUPERVISION RECEIVED: Works under the supervision of a superior with some latitude for the exercise of independent judgment; work is usually reviewed upon completion for effectiveness and adherence to desired objectives and results obtained.
SUPERVISION EXERCISED: As required, may supervise the work of clerical personnel assigned. Assist a supervisor in acclimating new employees to the job duties, managing unit assignments and completion of work; provide mentorship for new staff as needed, and review cases of Human Services Policy and Systems Specialists.

To perform highly responsible and advanced technical, analytical, evaluative, and liaison work for the planning and development of human service programs, policies, and systems on a statewide basis.
To develop detailed procedural or operational manuals in an electronic environment.
To assist in the planning, organizing and development of human service policy and systems in an electronic environment.
To conduct independent research regarding the feasibility of proposed new programs, policies, procedures, and systems, to ensure compliance with state and federal laws and regulations, as required.
To do related work as required.
Required Qualifications For Appointment
KNOWLEDGES, SKILLS AND CAPACITIES: A working knowledge of the methods and techniques involved in the collection and organization of social and economic data used in the planning and development of child care programs, policies and systems; the ability to make technical studies and surveys and to analyze and evaluate said data and make policy and system recommendations; the ability to understand and use electronic file maintenance ineffective working relations with federal, state and community officials as well as the general public; and related capacities and abilities.
Education And Experience
Education: Graduation from a college of recognized; and
Experience: Employment in a responsible technical capacity in human service programs with experience in in the childcare field.
Or, any combination of education and experience that shall be substantially equivalent to the above education and experience.

The HPSS II role will be responsible for supporting the work of the HPSS staff as well as administrative and clerical staff within the Office of Child Care Licensing unit. This position requires travel throughout the state. Applicants should have a solid understanding of both Family Child Care Home and Child Care Center and School Age Program regulations.
Primary duties include
Support the implementation, monitoring and managing of licensing related data collected in the Rhode Island Starts Early System (RISES) which houses the child care workforce registry, licensing system of record, child care case management and child care consumer website
Support the onboarding of new staff to the role of Human Services Policy and System Specialists.
Complete various types of child care monitoring visits as assigned including but not limited to probationary, provisional, complaint and renewal visits.
Assist Administrative staff in the development and documentation of standard operating procedures within the Office of Child Care Licensing
Ability to gather and analyze data related to child care licensing to support the unit in making data informed decisions. This includes an understanding of current national best practice standards related to monitoring health and safety within all child care provider types.
