The Toxics Cleanup Program (TCP) is looking for an IT professional to join the Information and Policy Section as the IT Application Development – IT Manager. This position will be located in our Headquarters (HQ) office in Lacey, WA.


We are looking for applicants who can provide strong leadership and direction to a group of IT professionals who support the critical work of TCP. The ideal candidate will possess excellent people skills and a strong IT background, experience supervising and mentoring IT professionals, and the ability to professionally and effectively communicate with a diverse audience.

The core work of TCP is pollution prevention and environmental cleanup. Our Underground Storage Tank program inspects thousands of facilities across the state to detect and prevent leaks before they create new cleanup sites. Cleanup work includes both the Voluntary Cleanup Program and larger, more complex formal sites. We also provide grant funding to local governments to help with cleanup and we educate and engage the public.


Some of the tasks for the IT Application Development – IT Manager position include:


Provides technical leadership for the Toxics Cleanup Program's IT strategy.



  • Creates and sets strategic vision for technology use across the program, and integrated within the agency.

  • Performs research, documents option analysis, and develops recommendations to program and agency management.

  • Works to ensure that Ecology staff, management, legislators, partner agencies and the public have access to accurate and up to date information about TCP's work.

  • Ensures coordination between all IT activities within the program that intersect with other Ecology programs and the agency's Information Technology Service Office, as well as our state and federal partners.

  • Fosters collaborative relationships across the program and the agency to understand business needs and offer solutions that are meaningful to the business, and are supportable into the future.


Manages, supervises, and controls the on-going activities of the Information Communications Unit.



  • Manages the planning, staffing, organizing, and evaluating of the strategic direction for the unit.

  • Sets the unit's daily activities and priorities.

  • Sets priorities and establishes goals for each member of the team.

  • Professionally communicates job expectations, determines standard work practices for unit, schedules work assignments, and directs the work of employees.

  • Monitors and evaluates the work performed by the unit, and provides coaching and mentoring feedback as appropriate.

  • Conducts performance evaluations, coaches, corrects, and recognizes staff.

  • Ensures proper labor relations and conditions of employment are maintained so the Collective Bargaining Agreement is adhered to.

  • Recruiting, interviewing, making selections and hiring IT staff so that the unit has the "right" people to support TCP's core mission.

  • Applying organizational policies, guidelines and standards to further develop and maintain a high performing IT team.

Required Qualifications:


A Bachelor's degree in an Information Technology program or closely related field; and five (5) years (full-time equivalent) of professional experience in one or more of the following IT disciplines: consultation, systems development, systems analysis, database management, technical support troubleshooting, project management, server management, supervisory or team lead experience in IT field.


OR


An Associate's degree or higher in an Information Technology program or a closely related field; and Seven (7) years (full-time equivalent) of professional experience in one or more of the following IT disciplines: consultation, systems development, systems analysis, database management, technical support troubleshooting, project management, server management, supervisory or team lead experience in IT field.


Additional years of experience can substitute, year for year, for education.


OR


Seven (7) years (full-time equivalent) of professional experience in one or more of the following IT disciplines: consultation, systems development, systems analysis, database management, technical support troubleshooting, project management, server management.


AND


Two (2) or more years (full-time equivalent) of supervisory or team lead experience in IT field.


Desired Qualifications:



  • Experience supervising, leading and mentoring IT professionals in team and individual capacity.

  • A Bachelor's degree with focus on computer science, project management, or related field.

  • Experience with Agile project management and software development.

  • Education and knowledge of environmental sciences and supporting science based business areas.

  • Professional level experience consulting, designing, programming, maintenance and/or supporting work for moderate or large size organization.
