Summary


OPEN TO THE PUBLIC


The primary purpose of this position is to serve as the Language Program Administrator providing guidance to squadron leadership on DoD and Air Force language training and language testing policies and instructions.


Salary Ranges includes local market supplement


The organizational location of this position is: Operations Flight, 34th Intelligence Squadron, 70th Intelligence Wing, 691 Intelligence Surveillance and Reconaissance Grp, 25th Air Force, Fort George Meade, MD.

Responsibilities



  • Administers Command Language Program. Establishes and maintains a Command Language Program as required by higher headquarters and DoD issuances.

  • Administers Joint Language Maintenance. Counsels Cryptologic Language Analysts (CLAs) on level and availability of language maintenance/training courses.

  • Assesses and compares currency and effectiveness of Language Training and recommends improvements/adjustments to Squadron Commander.

  • Acts as point of contact for all Foreign Language Proficiency Bonus (FLPB) matters within the Group.

  • Liaises and develops relationships with key language program and training leaders.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period

  • Must obtain/maintain Top Secret security clearance with Sensitive Compartmented Information (SCI)

  • This posn is subject to provisions of the DoD Priority Placement Program

  • Must be registered for Selective Service, see Legal and Regulatory Guide

Qualifications


This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.


SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: through knowledge of linguist development as it related to intelligence operations, to include processing, exploitation and dissemination procedures, regulations and policies; knowledge of how these procedures apply to current operations and distributed collection architectures is also beneficial in applying the development of new methods, approached and procedures; knowledge of Defense Language Proficiency Test requirements. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:




  1. Knowledge of USAF operations training and language training processes and procedures.




  2. Knowledge of current ACC, 25th Air Force (25 AF) intelligence operations to include familiarity with the Cryptologic Language Analyst (CLA) role in processing, exploitation and dissemination (PED) across 25th AF associated intelligence disciplines and specialties.




  3. Knowledge of intelligence concepts, applications, and Signals Intelligence (SIGINT) missions in order to ensure successful support to Air Force, national/tactical-level customers; and knowledge of Intelligence Community policies, entities, missions, resources, operations, capabilities, databases, and requirements to perform language tracking and research.




  4. Knowledge of the DoD and Air Force Instructions relating to the Foreign Language Proficiency Bonus (FLPB) and procedures to provide policy and guidance to CLAs; and knowledge and understanding of competencies required by the Defense Language Proficiency Test (DLPT).




  5. Knowledge of inspection applications such as Management Internal Control Toolset (MICT) and Inspector General Evaluation Management System (IJEMS).




  6. Skill in analysis and production of reports and other products that respond to specific needs of customers to include formulating, gathering, organizing and analyzing information; and presenting clear and concise findings and skill in using state-of-the-art computer based programs for the manipulation and analysis of data; and creation and dissemination of training reports.



  7. Ability to quickly assimilate disparate data and render knowledgeable and accurate assessments of the implication of such data; ability to determine need for, procure and measure adequacy of short and long-term results training; and ability to communicate effectively, both orally and in writing, negotiate complex issues, and maintain good working relations.


PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.


VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
