This position is located in the Office of General Counsel, Program Support Branch, Legal Research Center. The supervisor for this position is Jennifer Borges Roman. This is a Bargaining Unit position. There is no travel required for this position. Individuals selected for this position will be subject to random drug testing upon appointment. As the Regulations Specialist you will implement the agency's program for reviewing and publishing agency non-rulemaking documents in the Federal Register. Duties include, but are not limited to, supporting or executing the publication of non-rulemaking documents in the Federal Register; document preparation, review, and editing; project planning; tracking and reporting; communications and training; web updates; template updates and database maintenance; and contract administration. Provides expert advice and assistance to NRC personnel in preparing non-rulemaking Federal Register notices to ensure compliance with applicable statutes, Executive Orders, and other regulations and to ensure clarity in organization and style. Develops and communicates administrative procedures for the review, approval and publication of non-rulemaking Federal Register notices. Advises staff on methods for drafting non-rulemaking Federal Register notices to comply with accepted standards for clear, concise, and correct use of the English language. Finalizes Federal Register notices for signatory authority responsible for the document, including the EDO, senior level managers, and other staff. Serves as NRC's Certifying Officer to the Office of the Federal Register and as Docket Manager to the Federal Document Management System (FDMS). Provides research on a wide range of legal, administrative, and technical issues of concern to the NRC. Mentors less experienced and less senior staff.

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.
Specialized experience is defined as working experience that includes the following:
GG-12: Specialized experience equivalent to the next lower grade (GS-11) is defined as experience that has provided the candidate with an advanced understanding of the process by which non-rulemaking documents of public interest are prepared, published, and tracked and the principles of English grammar sufficient to publish agency documents in the Federal Register.
GG-13: Specialized experience equivalent to the next lower grade (GS-12) is defined as experience that has provided the candidate with an advanced understanding of the process by which non-rulemaking documents of public interest are prepared, published, and tracked and the principles of English grammar sufficient to publish agency documents in the Federal Register and experience as a project management for program-related contracts.
There is no education requirement for the Regulations Specialist, GG-301-12/13.
